HESLB Diploma Loan Application Guidelines for (2025/2026)

| 1 | Read and follow the application procedures stated in the Guidelines. |
| 2 | Provide National Identification Number (NIN) during application (if available). |
| 3 | All supporting documents must be certified by relevant authorities. |
| 4 | Birth/death certificates must be certified by RITA or ZCSRA. |
| 5 | Applicants born or whose parents died abroad must obtain a validation letter from RITA or ZCSRA. |
| 6 | Foreign entry qualifications must be evaluated and approved by NECTA or NACTVET; declare equivalent index number. |
| 7 | Provide an active bank account with the same name as on the application form. Bank details must be accurate. |
| 8 | Provide a registered and reachable mobile phone number (for updates on the loan application and payments). |
| 9 | Duly fill the online loan application form; ensure pages 2 and 5 are signed before submission. |
| 10 | Review and correct the application form before submission. |
| 11 | Provide any of the following identification: NIN, Zanzibar Resident ID, Voter’s Card, or Driving License. |
| 12 | Strictly observe the loan application deadline. |
| 13 | Forgery will lead to disqualification and legal consequences. |
| 14 | Follow up on application progress via the SIPA account. |

Eligibility Criteria for Diploma Loan Applicants (2025/2026)
| No. | Eligibility Condition |
|---|---|
| 1 | Must be a Tanzanian citizen not older than 35 years at the time of application. |
| 2 | Must have full-time admission into an accredited Tanzanian institution offering diploma-level studies. |
| 3 | Must complete a correct application through the Online Loan Application and Management System (OLAMS). |
| 4 | Must not have formal or regular income from employment or contract in public/private sector. |
| 5 | Must have completed CSEE, Certificate, ACSEE, or equivalent qualifications between 2021–2025. |
